What’s on the Agenda: Eastland City Commission, July 20
The Eastland Board of City Commissioners meets Monday, July 20, 2026, for its regular meeting. The agenda includes a rezoning public hearing, a closed session covering personnel matters and an election eligibility determination, two resolutions concerning public information requests, and other city business. The meeting is open to the public.
The Alliance Gazette has submitted public information requests to the City, and two items on this agenda concern how the city handles such requests. We note this in the interest of transparency.
Rezoning Hearing
The commission will hold a public hearing on P&Z case 26-008, a proposal to rezone several properties on South Daugherty, West Valley, South Mulberry, and South Green from Local Business District to Single-Family Residence District. A first reading of the corresponding ordinance (26-936) may follow.
Executive Session
The commission has scheduled a closed session under Texas Government Code §551.071(2), which allows a governmental body to consult privately with its attorney on matters where the attorney’s professional duty to the city conflicts with the Open Meetings Act. According to the agenda, the session will cover a personnel matter briefing, a personnel investigation, training on the Open Meetings Act and Public Information Act, the role of the city attorney, and a “May 2026 election ineligibility determination.”
Under the Open Meetings Act, the commission may discuss these matters in private but must reconvene in open session to take any formal action.
The election item refers to a determination of ineligibility connected to the May 2026 city election. Questions surrounding candidate eligibility in that election have been the subject of ongoing public interest, and The Alliance Gazette has previously sought records related to how such determinations are made. What, if anything, the commission takes up in open session on this matter remains to be seen.
Public Information Request Resolutions
Two separate resolutions on the agenda address public information requests.
- Resolution 2026-12 is described on the agenda as adopting a policy to establish annual limits on the amount of personnel time the city will spend responding to public information requests without charge.
- Resolution 2026-13 is described as adopting a policy to address city staff’s response to public information requests and to other requests from city commission members.
The two resolutions are distinct: one concerns limits on staff time spent on requests before charges may apply, and the other concerns how staff handle requests, including those made by commissioners themselves. The Alliance Gazette does not know the specific reasoning behind either resolution or what prompted them; the agenda language above is the extent of what has been made public ahead of the meeting.
It is worth noting that the city is fully within its authority to adopt such policies. The Texas Public Information Act allows governmental bodies to charge for staff time spent responding to requests once a requestor exceeds a set number of free hours in a fiscal year, and the rates a city may charge are set by rules established by the state, not by the city on its own. In other words, the framework for what a city can and cannot charge is governed by state law, and adopting a local policy within that framework is a routine exercise of a city’s authority.
Other Business
The commission will also consider a funding request from the Lyric Art Center; Resolution 2026-11, tied to a General Land Office Community Development Block Grant Mitigation project, which includes citizen participation and grievance procedures; and Ordinance 26-937, which would remove the requirement that mobile food vendors obtain a license from the city. Department reports from the city manager, code compliance, the police department, and the fire chief are also scheduled.
